You see, growing barley fodder for livestock on the Moon would be a complex challenge and while no system is yet in operation, there are only a million solutions which involve highly advanced, closed-loop life support systems to overcome the Moon's harsh environment for human assholes… lol!
But if you laser-focus on engineering a lunar fodder farm I am hypothetically suggesting, first engineering issue would be sufficient environmental control due to lack of atmosphere, extreme temperatures (-130°C to 120°C), cosmic radiation, 2-week-long lunar nights — NOT Homosapien FRIENDLY ENVIRONMENT! But, if you engineer from scratch pressurized, insulated greenhouse containers which can be assembled with ease on any lunar surface, structures that maintain a stable, Earth-like environment, advanced life support systems (LSS): Recycled air and water for plants and animals. Growing medium lunar soil (regolith) is barren, lacks organic material, and contains heavy metals. Hydroponic systems, growing plants in nutrient-rich water without soil, which is highly efficient and avoids problematic lunar dirt. Bioremediation by using bacteria or other organisms to eventually help extract nutrients from regolith, you can easily remain on the moon throughout your human LIFE CYCLE and never have to return to Earth, WHOA! And same goes for Martian surface!
Sustainability & resources? No native water or nutrients; extremely scarce power, especially during the long night but if you go nuclear power cells you get that resolved cause it only lasts a thousand YEARS! Closed-loop water recycling solves H2O issue… Systems that capture and purify every drop of water, including transpiration from plants.
