Potential Charge: A person is guilty if they cause death by "culpable negligence whereby the person creates an unreasonable risk, and consciously takes chances of causing death or great bodily harm to another".
Potential Penalty: Imprisonment for not more than ten years and/or a fine of not more than $20,000.
But, I got a surprise up my legal eagle State Law REVIEW as my preliminary legal analysis of the incident suggests this statute could apply not only to the shooter agent, but also to other agents at the scene. How so?

My core question would be whether firing his weapon was a criminally negligent act and even all the Judges and prosecutors will make this their CORE “Q!” So I would jote Ross's actions—such as walking in front of murder victim’s vehicle and firing while holding a cell phone in one hand— was creating an unreasonable risk cause what idiot holds a gun in one hand and a cellphone in another simultaneously?
